CI runs on users' fork without opting-in

Description
In this commit the option to enable the CI on users' fork of the repository was added. The discussion in the associated PR clearly stated that it would be an opt-in feature. However, currently when I push something to my fork in order to open a PR it *does* run the CI and I have certainly not opted in.
Either that needs to be fixed or the commit should be reverted.

For now, I've disabled all Actions for my fork.
But yes, we should revisit, and see if there's been GitHub changes that affected this.
