rust @1.61.0_2 fails to build on Monterey/arm64

Description

Crashes during build. The problematic part of the build log: error: process didn't exit successfully: /opt/localm1/var/macports/build/_opt_localm1_var_macports_sources_rsync.macports.org_macports_release_tarballs_ports_lang_rust/rust/work/rustc-1.61.0-src/build/bootstrap/debug/rustc -vV (exit status: 254)

Possibly related older tickets: #62252, #60438

Monterey/x86_64 port installs fine.

macOS 12.5.1 (21G83); Xcode 13.4.1, Build version 13F100; MacPorts 2.7.2

Rust is now at version 1.66.0, and should be building on Apple Silicon machines.
