Cannot make cmake-bootstrap without root privileges

Description
Hello,
I maintain a port tree in my home directory on my work computer where I do not have root privileges. This has been working for years. However, recently I upgraded from Big Sur to Monterey, and therefore have to rebuild all my packages. This barfs at building cmake-bootstrap with the error
---> Installing cmake-bootstrap @3.9.6_0 Error: Failed to install cmake-bootstrap: MacPorts requires root privileges for this action
I have been using macports as non-root for a long time now, so where is this restriction coming from now? Am I toast, i.e., I should give up on macports unless I have admin access?

I should say that this was not in my installed ports on Big Sur. So something is pulling this in as a dependency in Monterey.
