[Port Abandoned] libressl

PR submitted to update libressl to 3.6.1 here: https://github.com/macports/macports-ports/pull/16537
It has been more than 72 hours.
Moreover, for the past year and change, every PR to which I have submitted for libressl and libressl-devel (same maintainer) has not had input from the listed maintainer, but I figure better to start with this and address libressl-devel separately if necessary?
After the last PR (for 3.6.0) it was mentioned to follow the Port Abandonment procedure (https://guide.macports.org/chunked/project.update-policies.html#project.update-policies.abandonment) so following up with this ticket as a matter of course.

Understood and acknowledged. I admit, it was my own error to not submit the LibreSSL 3.6.0 version bump to libressl-devel. At the time, I am not even sure if the libressl.org website had distinguished that it was their development branch.
While I can't predict what the future may hold as far as the maintainer goes, I will endeavor to be more mindful about the PRs I submit as being more consistent.

As discussed on IRC. I also re-assigned the existing tickets.
I have not been monitoring the libressl port, but in scanning Trac tickets and pull requests history over the past year, the maintainer has no activity, which is unfortunate. On the other hand, PRs have been routinely merged, sometimes due to maintainer timeout, but sometimes neglecting timeout and committing within 24 hours. The lack of maintainer oversight has resulted in libressl now tracking upstream's development branch, and libressl-devel is stale, behind even upstream's stable branch.
Whichever way the libressl/-devel ports and maintainer issue are resolved, please learn and follow MacPorts operating style. The current state of the ports complicates matters for other port maintainers (at least me).
