py-levenshtein: use c++17-compatible compiler

Closes: #66353

But importing Levenshtein leads to:

  File "/opt/local/Library/Frameworks/Python.framework/Versions/3.9/lib/python3.9/site-packages/Levenshtein/__init__.py", line 21, in <module>
    import rapidfuzz.distance.Levenshtein as _Levenshtein
ModuleNotFoundError: No module named 'rapidfuzz'

Of cause installing py39-rapidfuzz fix this issue: perhaps conditional automatic installation is a better solution?
