rsync @3.2.7: File left behind on uninstall means port can't be installed again

Description
When I uninstalled rsync, and then later went to reinstall, I found that the install failed because this file had not been deleted (I was building from source in case this matters):
/Library/LaunchDaemons/org.macports.rsyncd.plist
Command I used to delete:
sudo port -fp uninstall installed

I can't easily reproduce as it is on my CI system. I believe it was possibly when upgrading?

I cannot think of a reason why that would occur.
