UPD. Apparently, the issue was that I had to keep R
at 4.2.3 due to this: #67298
But R PG was updated to have 4.3.0.
Reverting R PG to 4.2.3 seems to fix everything.

Error is for sure on the side of packages which are not found. Like:
> library(fastDummies) Error in library(fastDummies) : there is no package called ‘fastDummies’
Wonder what goes wrong.

Looks like it is rather a package which is not found gets broken is some way rather than the other way round. Opened an issue with
ggplot2
, since its 3.4.2 is faulty: https://github.com/tidyverse/ggplot2/issues/5282
