Oops, yes. I have encountered this issue previously. I don't have the right SDK, it seems. However, the system is delivering an archive rather than a distfile, now, so my "upgrade outdated" is proceeding normally.

This error has been encountered several times before, and maybe it was thought to be finally resolved; I am not aware which ticket discusses the most recent work for it. The issue could be one that does not affect the buildbots, and so not noticed/reported due to the binary archive usually being available. In particular, the 10.13 buildbot has Xcode 9.4.1 and the 10.13 SDK, whereas the reporter’s and probably most 10.13 machines instead have Xcode 10.1 which does not have the 10.13 SDK. Does the reporter have the 10.13 SDK present in /Library/Developer/CommandLineTools/SDKs/ ?
There are some
ui_debug
commands in the qt5 portfile which might have helped with this issue, but they seem to do nothing since they are no longer within a port phase block.
