I couldn' reproduce it.
Could you please delete "${prefix}/var/db/dports/sources/rsync.rsync.darwinports.org_dpupdate_dports/news/tin", sync your tree with sudo port -dv sync
and check again.

The pre-build stage works ok there. Even from a fresh install of DarwinPorts.
Check if the patch is the same as the following: <http://cvs.opendarwin.org//cgi-bin/cvsweb.cgi/proj/darwinports/dports/news/tin/files/patch-src-Makefile.diff>
Also check if the portfile you have is exactly the same as the following (revision 1.42 of the portfile explicitly fixes that problem since 01.07.2006): <http://cvs.opendarwin.org//cgi-bin/cvsweb.cgi/proj/darwinports/dports/news/tin/Portfile>

Patches are identical; the portfile is identical as well.
Tried building on my other Mac, which has a fresh darwinports install, and it didn't work there either. Pretty much the same error was generated.
(The error occurs during the build stage... i.e. after "---> Building tin with target all" appears. Not during the patch stage.)

As this error doesn't happens here i can't "fix" your problem. Your best option here would be to locally tweak the portfile (by removing the pre-build target and manually apply the patch).
