The port is very outdated and broken from Big Sur up: ​https://ports.macports.org/port/p4est/details

Looks like the error building the current version of the port, at least on macOS 13 x86_64, is: 

configure: Checking BLAS
checking for dgemm_ in -L/opt/local/lib -lopenblas... yes
checking for BLAS by linking a C program without FLIBS... failed
checking for BLAS by linking a C program with FLIBS... failed
configure: error: Cannot find BLAS library, specify a path using LIBS=-L<DIR> (ex. LIBS=-L/usr/path/lib) or a specific library using BLAS_LIBS=DIR/LIB (for example BLAS_LIBS=/usr/path/lib/libcxml.a)

but I agree updating the port to the latest version is probably the best place to start.
