gdcm: (Re-)Build fails after update to vtk 9.3.0: The `SPDX_DESTINATION` must not be an absolute path

vtk @9.3.0_0 has broken gdcm 3.0.20. I also noted that gdcm has been updated to 3.0.22. However, I see the same error in both cases:
