libpsl-docs: Does it need to be rebuilt when psl-data is updated?

Description
Currently, libpsl-docs shares libpsl's version number, and libpsl's version number changes whenever the psl-data commit is updated because the version includes the date of the psl-data commit.
Does the build of libpsl-docs vary depending on the contents of psl-data? If not, then the psl-data commit date should not be part of its version number. This will eliminate unnecessary rebuilds.
The libpsl-docs subport was created in [4f291a71ee38b58407f0ad141ad88c9591de51f7/macports-ports] (February 2018) but the port version did not include the psl-data commit date back then. That wasn't added until [343a7f64ae99658091643686aaefd17fa9abc255/macports-ports] (April 2018).
