As per https://wheel.readthedocs.io/en/stable/news.html :

0.43.0 (2024-03-11)
Dropped support for Python 3.7

This is the cause of the reports of "Expected maxsize to be an integer or None" errors. The py37 subport should be reverted to 0.42.0.

The problem has not been resolved; I'm still experiencing it today because py37-wheel @0.43.0 is still installed on my system and port outdated does not offer to downgrade it because you have not increased its epoch.
