Add ZTS variant to php

Description

Please add a variant with ZTS enabled to PHP, as a thread-safe PHP installation is necessary to use HTTP/2 in Apache. Thread-safe PHP variants are becoming the norm for these reasons, thus MacPorts should offer a way to use them.
