Hello,
I am trying to install gcc7 and I got an error message stating "Failed to build libgcc11: command execution failed". How do I go about fixing this issue? I am using a Mac M1 running on macOS Sonoma.

Neither gcc7 nor libgcc11 work on Sonoma, that's unlikely to change, and you should have been told that they are known to fail. Newer versions of GCC are available and work.
