in catalina i instelled port downtimed. now in sonoma i get a 'not found'

I don't think we have ever had a port of that name. Maybe on your Catalina machine you created a port for it yourself, or added a secondary ports repository from someone who made such a port without contributing it to the main repository. On the Catalina machine, you can run
port dir downtimed
to print the directory containing the port; maybe that will remind you where it came from.
