Compress ports.tar with gzip --rsyncable

Description

This should save about 100 MB of storage while keeping incremental updates via rsync efficient. Apple's gzip doesn't have this option, but the gzip port does.

In ce75d4ce0bebd6cb4253c8b24af06c613573e662/macports-infrastructure (master):

mprsyncup: add rsyncable ports.tar.gz

See: #70334

This should just need the gzip port to be installed on the server to be complete.
