Description
On my machine with macOS 10.11.6 already has pkgconfig installed, so the error in #70465 does not apply.
The configure phase is displaying this error:
checking for cups-config... /usr/bin/cups-config checking for CUPS library v2.2 or higher... no configure: error: Sorry, you need CUPS 2.2.0 or higher.
My other machine running macOS 14 successfully builds htmldoc
