Summary: cableswig: port fetch fails → cableswig @4.0: port fetch fails

The cableswig port's homepage URL now redirects to ​https://github.com/CastXML/CastXML but we already have a separate castxml port for that software. I'm not sure what the relationship is between cableswig and castxml.
