icu fails to build in Sequoia

During migration from Sonoma to Sequioa 15.0, icu @74.2 failed to build. Likewise after 2nd attempt to install it. From main.log:

no issue installing ICU for me:

please reopen with new log if doing that hotlist fix doesn't get you going.
