Description
I am trying to install gmp (x86_64 variant) for Mac OS X Monterey but it is not accessible. I verified from the browser and when going to: https://ports.macports.org/port/gmp/details/
and then clicking on "Monterey (x86_64)" which leads to: https://build.macports.org/builders/ports-11_x86_64-builder/builds/132682
I get an error about an expired SSL cert for build.macports.org
Is this a matter of macports.org having to renew a certificate?

The certificates have been renewed.
If you cannot build gmp, please file a ticket if one does not already exist for the error you are seeing.

I'm working on renewing those certificates now.
However, this will not affect your ability to install the port. If you cannot install the port, that is a different problem.
