While testing other Perl modules one or two seem to require p5-b-c…

https://github.com/rurban/perl-compiler/blob/master/README seems to imply that "cperl B-C is included in CORE", so that the B-C functions are available without having to use an external module. Old modules used with not so old Perl versions might not "know" this and therefore report B-C missing.
