xfwm4: Mouse-clicks badly misbehaved

Clicking the mouse does not seem to work properly in xfwm4.
A left- or right-click doesn't register on many UI elements (the XFCE panel, window list, and titlebar widgets). Dragging the window titlebar still works fine, and clicks within window content work as well. Strangely, holding down the control key causes clicks to work, and holding down shift causes all clicks to be interpreted as right-clicks.
This behavior occurs independently of whether or not three-button emulation is used. Using another window manager with XFCE instead of xfwm4 works just fine, all these issues go away.
