rb-sqlite3 should depend on swig

Description
The rb-sqlite3 port should probably have a dependency on swig as well as the sqlite3 port. Without swig, rb-sqlite3 attempts to use broken pure ruby sqlite3 support, but it's not obvious or very well documented that this is the case. With swig installed, rb-sqlite3 relies on sqlite3 as expected.
