NEW: php-PEAR-base

PHP PEAR Base system (PEAR, Archive_Tar, Console_Getopt, XML_RPC). I made this Portfile only for my temporary necessity, and have no intend to maintain it. As I read an email asking about PEAR in the ML, however, I submit this Portfile. I hope someone refine and maintain it.

1. are there more pear ports to come? If they are numerous, we might think about a php category NOW
2. could we clean up this Portfile a bit?

"distfiles ${distname}${extract.suffix} ..." to "distfiles-append ..."

3. what about the php dependency? Do you need it at all? (depends_lib seems inappropriate)
4. we should decide which php version to support and not clobber every to come pear port with the "variant php4" stuff - let's decide now for the version to support (like for python etc.)
