Remove cmake-devel from the port tree

Description
The cmake-devel port is outdated and no longer needed. Its original purpose was to provide Mac OS X functionality not present in the release version at the time. I don't even track the daily development anymore, and it only serves to create confusion (see #12629 for example.) The standard cmake port should more than stable, so I recommend removing the cmake-devel port from the tree.

There was one port that declared a dependency on cmake-devel: gccxml. I fixed it to use cmake instead in r32305.

That should be fine. The original motivation for the cmake-devel port was to include Mac OS X support that had not yet found its way into the branched version of CMake. Once those improvements were available in the released version, the devel port was obsolete.
#12629 doesn't have anything do with cmake ?
