py25-xattr needs py25-setuptools

Description

Looks like py25-xattr requires setuptools to be installed. Patch to be attached.

However, it looks like there are ​issues with with subversion 1.5 causing an error...

I can confirm that py25-xattr (0.5) needs py25-setuptools so I added this in r39891.

py-xattr (which is still on 0.2) doesn't need py-setuptools.
