It appears the official page has moved to http://josefsson.org/libtasn1/ but even there the downloads directory is non-existent. I'm going to let this ticket slide until tonight; if the file still cannot be downloaded by then I'll commit the workaround.

Assigning to maintainer.
Not sure where they've moved the tarball, as that libtasn1 subdirectory has disappeared. Note you can work around this by forcing port to download from the MacPorts mirror: Fetch Failures.
