My port installation was up to date... However, just retried to install it and it worked fine this time:
bash-3.2# port selfupdate
MacPorts base version 1.600 installed
Downloaded MacPorts base version 1.600
The MacPorts installation is not outdated and so was not updated
selfupdate done!
bash-3.2# port install p5-error

is just about the base code, it actually did update port information since it installed the current version instead of the 0.17012 that failed for you initially.

Right. I'll think about selfupdate before raising ticket next time :)
You should do a
sudo port selfupdate
to update your MacPorts installation, as the p5-error port was updated almost two weeks ago...
