Description
We need to add a way to set SDKROOT/MACOSX_DEPLOYMENT_TARGET in macports.conf, without using the current universal_sysroot/universal_target settings.

Done in r66924. Not bothering with the platform stuff, anyone who cares can do things conditionally based on $macosx_deployment_target.

For this to work properly, it also needs variants which are selected based on the target platform, complementing the current platform variants which are selected based on the build platform.
