Description
monarch already has a dependency on p5-xml-libxml, which contains the Perl module XML::LibXML::Common.
The attached patch breaks the obsolete dependency on p5-xml-libxml-common so it can ultimately be retired.

Actually, the port wouldn't build at all since I had to make p5-xml-libxml-common replaced_by p5-xml-libxml. So I went ahead and unilaterally removed the dependency in r74052 (no revbump as it only prevented new installations from building).
