p5-xml-libxml-common: obsolete package can be retired

Description

An up-to-date version of the XML::LibXML::Common module is already in p5-xml-libxml. This version is obsolete and should eventually be retired.

Before retiring it, a couple of packages need to be updated to break their dependencies on it. See #27547, #27548.
