Switch from ui_msg to notes in postgresql server installs

Description
The post-install "ui_msg" lines in the postgresql92-server port (and other postgresql server ports) are very useful, but easy to lose in a scrollback. Can we switch this to using "notes" instead, so that users can pull them back up by running port notes postgresql92-server? I've attached a patch as an example; there's no reason why a similar patch can't be applied to other ports, as well.
