Description
Recently upgraded to Mountain Lion and Xcode 4.6.1. After doing a 'selfupdate' which brought me up to 2.1.3, doing 'upgrade outdated' caused this error. Tried clean and uninstall and install of hs-json, but no joy.

Yes, I think it is. You could try uninstalling all things dependent on ghc sudo port uninstall rdependentof:ghc
(you might want to save a list of what you already have port echo rdependentof:ghc
) and then reinstalling the haskell ports from source with the -s flag.
