How much of Xcode vs the xcode command line tools does MacPorts actually need?

Description
On my system, Mountain Lion, Xcode takes up ~3.5 gigabytes. However, the xcode command line tools is much smaller. So, my question is, how badly does MacPorts actually need all of Xcode.app? Can it be made to not need it? I have noticed that trying to get by with just installing the command line tools causes MacPorts to constantly complain about not having Xcode.app
My feeling is that if it is really not needed, then it would be nice to spare users of having to install 3+ GB of application that most of them will probably never use or care about, just to even be able to use MacPorts.
