NEW: libbiosig

BioSig is a library for accessing files in several biomedical data formats. Part of the Debian repositories: ​http://packages.debian.org/wheezy/libbiosig-dev. I have commit rights to the biosig repo. The patch has been committed already and will be part of 1.5.11.
