kdelibs3: error: member access into incomplete type 'ipp_t' (aka '_ipp_s')

I ran a clean, uninstalled kdelibs3, and tried reinstalling with the same result.

Duplicate of #41136.

Why do you need kdelibs3? It is very old. kdelibs4 should work fine.
