vim: Move to github releases

Description

Vim now has an official github (vim/vim) repository; the provided patch (in addition to updating to .922) moves the Portfile over to using this. This makes the fetch/checksum process much simpler.

Thanks! I had seen the move announcement on the vim mailing list, but did not switch to the new repository yet. This will also update the vim runtime files, so this would also fulfill the request in #36355.

However, we also need to do the same for vim-app.
