doxygen @1.8.9.1: build fails with flex 2.6.0

HI,

I have tried the following:

sudo port clean doxygen
sudo port selfupdate
sudo port upgrade outdated

But, it fails to upgrade leaving with following messages:

sudo port upgrade outdated
