doxygen fails to build after migration to Sierra

Description
After updating the ports when I ran port upgrade outdated it returns the following error: Error: org.macports.configure for port doxygen returned: configure failure: command execution failed The log file is attached

This log isn’t clean. Please run sudo port clean all && sudo port upgrade outdated
and attach the new log.

The error is not in doxygen. It's in opencv, and here is the error

I get the same error just now when I try to build opencv on Sierra as well.

Looks like this was an unrelated log file. doxygen works fine for me.
