VLC @3.0.7.1_2+quartz: missing dependency on realpath

Description

VLC port requires realpath to be in the path (as it is called from one of the Makefiles) but the realpath port isn't listed as a dependency and the command doesn't ship with 10.14 from what I can see.

Also add a build_dep on port:realpath
