I tried to build MacPorts from source on the release version of Big Sur (+latest Xcode +command line tools) and get a build error:
checking for sqlite3.h... yes checking sqlite3ext.h usability... yes checking sqlite3ext.h presence... no configure: WARNING: sqlite3ext.h: accepted by the compiler, rejected by the preprocessor! configure: WARNING: sqlite3ext.h: proceeding with the compiler's result checking for sqlite3ext.h... yes checking for SQLite >= 3003011... configure: error: "SQLITE_VERSION_NUMBER undefined or sqlite3.h not found"

Duplicate of #61438.
MacPorts 2.6.3 is not compatible with macOS 11. Use the latest code in our 2.6 branch instead. We will release MacPorts 2.6.4 with support for macOS 11 soon.
