Description

When building py39-scipy, I get the message

---> Building py39-scipy Error: Failed to build py39-scipy: can't read "configure.f77flags": no such variable

Using Catalina 10.5.7

Please try to test the portgroup code a bit more before pushing to master; it's now relied on by a lot of ports after all.
