Run sudo port selfupdate to make sure your MacPorts install is up to date, libtasn1 is currently 1.5 and the download site was changed in ticket #16393.

Downloaded MacPorts base version 1.600

The MacPorts installation is not outdated and so was not updated selfupdate done!

did activate/deactivate and no luck, had to uninstall and then reinstall. have another one

The message "The MacPorts installation is not outdated and so was not updated" only applies to the base MacPorts code. The ports tree was still updated.
